Treasury Direct is a great program for buying and holding US Treasuries at almost no cost. Unfortunately, if you need to sell Treasuries, you will have to first move the Treasuries to a brokerage account. When I checked into the topic of picking a brokerage house for the purpose of selling Treasuries, I was dismayed at the general high cost even the discount brokerage houses charged. Particularly biting is the 'account inactivity fee'. Being charged $50 a year for just keeping the account open is not fun.
After some searching, I found the Vanguard Brokerage Services seemed to be the most reasonable.
