Description of KTEC and my achievements there.
The Kansas Technology Enterprise Corporation (KTEC) is a State Agency for science and technology development. KTEC was the successor to the Kansas Advanced Technology Commission (KATC), formed under the administration of former Governor John Carlin. Governor Carlin hired me to run KATC to help diversify the economy of Kansas into high-tech business areas.
KATC grew
KATC grew as the needs for economic diversity became apparent during the agricultural slump in the 1970s. KATC expanded as federal matching dollars became available for research centers through the EPSCOR program of the National Science Foundation (NSF) for economically small states, and the MAMTC program for manufacturing assistance through the federal Dept. of Commerce became available. The universities in Kansas also recognized the need for economic development services to the state and responded well to KATC initiatives under my leadership. However, one significant missing element was the supply of risk capital to emerging high-tech firms.
Managed the transition from KATC to KTEC
By reorganizing KATC, a purely state agency, into a state charter corporation, KTEC with legislative powers to engage in private capital initiatives, the stage was set for a more comprehensive approach to helping small high-tech firms grow in Kansas. The new approach allowed for state funds to be used to augment equity capital for start-up firms. I became the founding Executive Director of KTEC, just as the gubernatorial administration of the state was changing.
