Dear Mr. Perez:

The above-captioned matter has been referred to our office for handling. This is not an admission of the timeliness of the claim nor of its sufficiency under CRS 24-10-101, et seq.

We have investigated your claim against the Colorado State Patrol and we do not find that there was any negligence on their part. Also, we do not find that any of your rights were violated by the State of Colorado or any of its employees.

We must, therefore, respectfully deny all of the claims that you have presented as a result of the incident of 12/7/95.
